Low-level template

Low level template, use colour templates, like those in the categories:

• Category:Color Templates
• Category:Project status templates
• Category:Archiving status templates

Since then they'll automatically be added to categories and/or updating things will become easier

How to use

First param is given as to color, second is given to text.
